Mom deported?

Need for the right perspective

Some seemingly are aggrieved that on April 16, 2010 at the Chennai Airport, when the frail and paralysed mother of slain Liberation Tigers of Tamil Eelam (LTTE) chief Prabhakaran touched down from Malaysia to be treated at a Chennai hospital, she was denied entry by immigration officials and sent back by the same flight. Her name, it is said, was on the ‘Warning Circular’ list. What is hard to believe is that if that were the case, how did the Indian Embassy in Malaysia grant her a visa in the first place? Apparently, the embassy had granted her a medical visa for six months. Even in 2003, there were reports about how the All India Anna Dravida Munnetra Kazhagam (AIADMK) chief Jayalalitha, when she was the chief minister of the state, had been opposed to Prabhakaran’s mother’s entry into Tamil Nadu! Clearly, the current Indian stand is not isolated to one party.

However, the controversy erupted into mammoth proportions as many parties having presence in Tamil Nadu, except AIADMK, criticised the Centre. Karunanidhi, who is known for being noncommittal on LTTE (he had once refused to accept LTTE as a terrorist outfit), criticized the Centre.

Although it might be easy to ignore this current issue as being simply a hyped up affair, one should give a passing mention that irrespective of the lady being Prabhakaran’s mother, there can be no ad hominem argument forwarded that therefore she too is a criminal. To the extent of believing in a human angle, one would say that the Indian government’s move to deport the lady was too fast too soon. But there is a logical angle to this story. If she had been allowed to land, the Indian authorities would have been immediately inundated by the Sri Lankan government’s communique to hand her over to them. India would have been immediately pushed into an unwanted corner, especially given the attempts to improve relations with the Rajapakse coterie. Evidently, Prabhakaran’s mother is not short of money. And the medical treatment she wishes here is available in other countries too. Thus, in all, well ignored.

Dependants of jawans killed by Maoists struggle to stay afloat. A report from Orissa by B&E’s Dhrutikam Mohanty


The misery of Kannama Bhumiya is no less than that of the Bardhans. She lives in a half-built concrete house covered with tin sheets in Gaudaguda, a small tribal hamlet 4 kms. from Malkangiri. The house was being built by Kannama’s husband, Sudarshan Bhumiya. The latter was one of the police casualties in the landmine blast at MV126 village. Kanamma is facing the same problem as Mase and Manini. Though she has already got the compensation and insurance, she is still struggling to secure a plot of land and a job.

However, the story of Prabhati Mishra, wife of late Reserve Inspector Sarat Chandra Mishra, is quite different. More than for her own survival, she is struggling to keep her husband’s dream alive. Inspector Mishra had started a free school for tribal students. Prabhati is doing all she can to keep the school going. But government procedures have become a big hurdle. Forget the promises about land or job, she is yet to receive any gratuity or family pension, that too after meeting and requesting the chief minister more than once.

Why are the widows and orphans of slain policemen treated with such insensitivity? Manmohan Praharaj, director-general of Orissa Police, says, “We are providing compensation immediately to the families of the policemen who have lost their lives in Naxal attacks. About land and job, it’s part of a process. But yes we are looking into the matter and trying to find out any lacuna if at all it’s there. However, a few legal issues are also involved in this process. The processes are taken care of quite quickly in those districts which were announced as Naxal-infected, but in the other districts, the work becomes a bit time-consuming. But this is by no means deliberate.”

Try telling that to people like Mase or Manini or Jayakrishna. They will, given half a chance, tell the people who call the shots exactly what is going wrong. But is anybody willing to listen? Insensitivity is the norm and brave young men are used simply as cannon fodder in a war that probably has no victors.

The battles the families of fallen heroes have to wage to get their dues are just as hard as the ones the jawans deployed to protect the country’s internal security are engaged in day in and day out. Given the callous manner in which the government operates, can the widows of the martyrs ever hope for a better deal?

WHERE HISTORY SIMMERS...

Spending some moments in an elevator of a hotel during the Jaipur Literature Festival, I say by way of conversation: “I am from your Punjab.” “Which place?” he asks. “Chandigarh!” is the reply. At this he smiles and says: “Chandigarh is hardly Punjab. Punjab is Amritsar!!” Well, he is right and he would be for he knows this city well even though he wrote a book on it, in the context of the days of militancy in the state, calling it Amritsar: Mrs. Gandhi’s Last Battle.

United Punjab of the pre-Partition days boasted of two big cities: Lahore, the cultural centre of Punjab, and Amritsar, the commercial centre of Punjab. However, there is much more to Amritsar than mere commerce. It is Vatican of the Sikhs with Sri Harmandir Sahib, popularly known as the Golden Temple, housed here. True one has not been to East Punjab if one has not visited Amritsar, which literally means ‘the pool of divine nectar’. Interestingly, this Sikh shrine attracts more visitors than does the Taj Mahal at Agra. The temple also has unique and secular tradition architecture. It drew on both Hindu and Muslim architectural styles to represent a unique co-evolution of the two. The foundation stone of the temple was laid by the great Muslim Sufi saint of Lahore, Hazrat Mian Mir, in December 1588 as he was a close friend of the fifth Sikh Guru, Guru Arjun Dev. The temple, its surrounding precincts made of marble and the water in the tank, all appear pure, different and extraordinary. In colonial times a Major Cole called it "an adaptation of Mohammedan styles, flavoured with a good deal of Hindu tradition". Experts say it was inspired by the tank pavilion tomb of Nadira Begum, wife of Dara Shikoh, in Lahore. The city has some interesting buildings in the Mughal-Gothic style like the Khalsa College as well as many structures of the Hall Basaar area.

Myth has it that this was the area of Balmiki’s Ashram where Sita gave birth to Luv and Kush. However, the city was built by Guru Ram Das in 1574. It was to be a city of destiny in many ways for the state of Punjab as well as the country. History, both sad and joyous, is a part of the streets and monuments of Amritsar. The Jallianwala Bagh at Amritsar is an important place of the national movement for the struggle for Independence. On the Baisakhi festival on April 13, 1919, General Dyer and his men blocked the only exit and opened fire on a collection of innocent men, women and children at a peaceful rally here. This incident sent shock waves through the country. Renouncing his knighthood, Rabindranath Tagore stated in a letter of protest to the Viceroy on May 31, 1919: “The time has come when the badges of honour make our shame glaring in their incongruous context of humiliation, and I for my part wish to stand shorn of all special distinctions, by the side of those my countrymen who, for their so-called insignificance, are liable to suffer degradation not fit for human beings...” The memorial of the Jallianwala Bagh is one of the most visited places.

Modern Amritsar is a mix of the old and new and it draws many people every day to the Wagah-Atari border of Pakistan to see the beating of the retreat in the evening. Hundreds of people assemble on both sides as gates are opened for a while and the Partitioned Punjabis stare at one another and there are many number of people who start sobbing at the historical tragedy of the Partition. This very border sees peace activists on both sides singing, performing and lighting candles on the Ides of August.

The minority measure mystery

Rangnath Commission’s rejection of linguistic minorities is illogical and absurd

The issue of reservation for minorities, especially Muslims, has created an uproar after the recent observation of the Supreme Court on Muslim reservation in Andhra Pradesh. Things have been turbulent ever since the Rangnath Mishra Commission submitted its report in May, 2007. In this melee, while the issue of religious minorities has come to gather spotlight, the issue of the linguistic minorities has been completely sidelined. The fact is even the Justice Rangnath Mishra panel had grossly ignored the issue of linguistic minorities in its report by saying, “In our opinion the concept of ‘backwardness’ is to be confined in its application to religious minorities as it has no relevance for the linguistic minorities.”

The commission is of the view that “The latter may be facing some other problems like discrimination and denial of constitutional rights in practice but no linguistic group may be regarded as backward by itself.” Asha Das, Member Secretary of the Commission, defends this view. She said, “The term linguistic minority can determine the backwardness of a language and not backwardness of its people.” Therefore it further says, “We are not recommending any criterion for identifying ‘socially and economically backward classes’ among the linguistic minorities.”

“This is ridiculous,” says Uday Sinha, a senior journalist, who was a panel member during a seminar recently held to discuss the commission’s report. “The development of any community is directly linked to the language. The reason of backwardness is linguistic and not religious. Religion does not define the economic status of the community.” If a person is familiar with a developed language, he is exposed to the best education which is available in our country. An English-speaking person will have more opportunities than any other person. The literature and the technological education are imported only in English and not in other languages.’ The same can be seen even with a person who knows only Hindi and does not know English. “The Rangnath Mishra Commission forgot its limitations in its move to blindly support to provide reservations to linguistic minorities. This is unfortunate,” commented Prakash Javdekar, Spokesperson, BJP, while talking to B&E on the issue.

“This is absolutely wrong and far away from the ground realities,” says Neeraj Shekhar, MP from Baliya, UP. “The commission should have taken a view that the linguistic minorities are much more important to ascertain backwardness than the religious minorities as they comprise all religions, castes and creeds. For example, the Bhojpuri-speaking community of UP and Bihar are the most backward. This is why they are compelled to migrate to the various metro cities in search of jobs and livelihoods,” Neeraj added.

“The Rangnath Commission’s report is not the Bible, Quran or Geeta which can be accepted as it is. The report is incomplete and needs to be reconsidered and discussed,” said Sanjay Nirupam, Congress MP from Mumbai.

“The Rangnath Commission report is not different from the Sachhar Committee report. It is also on the lines of Pirpur Report, Sharif Report, Fazal Haq Report and Kamlayar Jung Report, prepared by Muslim League before partition. It will lead to communal polarisation of the country,” said Rakesh Sinha, Director at India Policy Foundation, New Delhi. “It has completely sidelined the linguistic minorities and only focused on religious minorities. It has tried to rewind the clock to the period before 1947,” Sinha added.

Strike: loss is in the air

Air India strike shows a highly unprofessional attitude

A beautiful nation is not a gift; it is a result of good vision, continuous effort, strong political will and many more. But beyond this, perhaps small but more important factors are good governance, efficient bureaucracy and less corruption. Many of these are the factors which made Singapore, a tiny island nation an Asian country to qualify as the 'First world nation'. On my recent visit to Singapore (as a part of the IIPM GOTA programme), while in a conversation with a taxi driver, I came to know about Singapore efficient and corruption free culture. He told me numerous incidents where one was not allowed to contest election since he had committed a crime, perhaps a decade before.

But the worse was yet to come. On May 26, 2010, we (I along with 17 of my students) were running exhaustively at the airport after knowing that Air India employees are on a strike.There was news that the strike was pre-decided, if that is so, then Air India should not have issued tickets for those particular days and even if they have issued the tickets, the management should have some efficient mechanism to ensure that passengers would have alternative flights to reach respective destinations without hassle and harassment on time. Well, no such arrangement was on place. In fact, there was hardly any Air India employee to provide any kind of information and guide hundreds of clueless passengers at the airport. And more interestingly, this one or two days strike also gave another reason to show why the government undertaking entity is struggling to make profit. Each passengers paid to Air India about Rs.20,000, on an average for their journey. And Air India spent approximately Rs.81050 (about Rs.24,150 on accommodation and food, Rs.6900 on transport and about Rs.50,000 for alternative flights via Bangkok) on each of these passenger — who were in a few hundreds in number. Meanwhile, the Aviation ministry releases press brief that it’s not going to interfere over the issue, it will back the management’s decision completely. What was even more interesting was that our stay at Bangkok airport, for over six hours, never made us realise that we are in the same nation which is being torn apart through riots since years. The arrangement and flight procedures inside the airport was perfectly in place and it was made sure that the internal disturbance don't harm the business of airlines.

In a casual conversation I asked a receptionist of Hotel Mandarin Oriental Singapore, where we were staying as we were waiting for an alternative flight arrangement, that can employees of Asia’s one of the most successful airlines, Singapore Airlines, go on strike on similar context? He confidently said no though it doesn’t mean that their demands can’t be heard and met by respective authorities. Strike is illegal while employees have all the rights to raise their demands.

It’s high time for us to wake up, at least, for the sake of the nation. This small incident exemplifies the uncivilised manner we deal with issues. There is no logical reason harassing hundreds of commuters who have nothing to do with the strike's agendas (whether they are selfish or greedy in nature). Similarly, there is no point that Aviation Ministry should be so careless on such issues especially when no airlines, even public run airlines are making big money.
